An act to add Section 14113 to the Government Code, and to add Section 99150.5 to the Public Utilities Code, relating to transportation.

Existing law establishes the Department of Transportation and vests it with various powers and duties.
This bill would require the department to create, on or before June 1, 2027, and with input from transit operators, the California Transit Stop Registry as a centralized, statewide dataset of standardized information regarding transit stops that includes, but is not limited to, each transit stop’s name, location, available amenities, seating, and unique identifier,
and information on whether the transit stop is sheltered, as specified.
Existing law provides for the funding of public transit, including under the Mills-Alquist-Deddeh Act, also known as the Transportation Development Act.
This bill would require a transit operator, as defined, to ensure, on or before January 1, 2028, to (1) ensure that the name and location of each of its transit stops conforms with the name and location for the stop in the California Transit Stop Registry and to
Registry, (2) use a transit stop’s unique identifier listed in the registry when publishing any dataset with stop information or during publication of agency open datasets. datasets, and (3) report, for inclusion in the California Transit Stop Registry, if each of its transit stops has seating and shelter. By requiring a transit operator to perform new duties, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
The people of the State of California do enact as follows:
Section 14113 is added to the Government Code, to read:
SECTION 1.
Section 14113 is added to the Government Code, immediately following Section 14111, to read:
14113.
(a) On or before June 1, 2027, the department shall create create, with input from transit operators, the California Transit Stop Registry, which shall be a centralized, statewide dataset of standardized information regarding transit stops that includes, but
stops. To the extent possible, the department shall maximize the use of publicly available data and shall update the registry at least once per year, unless the department determines the inclusion of additional data is necessary or more frequent updates are required. The department may also include data voluntarily submitted by transit agencies, transit operators, or other state, regional, or local authorities. The department shall not be held liable for information made available or not made available through the registry.
(b) The registry shall include, but is not limited to, all of the following for each transit stop in the state:
(1) The transit stop’s name.
(2) The transit stop’s location.
(3) If seating is available at the transit stop, as reported pursuant to Section 99150.5 of the Public Utilities Code.
(4) If the transit stop is sheltered, as reported pursuant to Section 99150.5 of the Public Utilities Code.
(5) A unique identifier for the transit stop, as established by the department.
(c) The department shall not require a transit operator to change the unique identifying number the operator assigns to each transit stop.
(d) The department shall consider input from transit operators on registry design, data sources, and data collection methods and for any guidelines or guidance the department may create to facilitate compliance with subdivision (b) of Section 99150.5 of the Public Utilities Code to limit adverse financial and human resources impacts on transit operators.
SEC. 2.
Section 99150.5 is added to the Public Utilities Code, to read:
99150.5.
(a) For purposes of this section, the following definitions apply:
(1) “California Transit Stop Registry” means the dataset described in Section 14113 of the Government Code.
(2) “Transit operator” has the same meaning as the term “operator” as defined in Section 99210.
(3) “Unique identifier” means the unique identifier described in subdivision (d) paragraph (5) of subdivision (b)
of Section 14113 of the Government Code.
(b) On or before January 1, 2028, a transit operator shall do both all of the following:
(1) Ensure that the name and location of each of its transit stops conforms with the corresponding name and location identified in the California Transit Stop Registry.
(2) Use the unique identifier that conforms with the California Transit Stop Registry when publishing any dataset with stop information, including, but not limited to, General Transit Feed Specification datasets, transit stop amenity datasets,
seating and shelter information, stop-level ridership datasets, or any other format used to incorporate transit service information to a generally available trip-planning mobile application, or during publication of agency open datasets.
(3) Report, for each of its transit stops, if seating is available and if shelter is available, using the unique identifier, for inclusion in the California Transit Stop Registry.
SEC. 3.
If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
