LEGISLATIVE COUNSEL’S DIGEST

Existing law provides that the Legislature recognizes that efforts to address the problems related to inappropriate alcohol use and other drugs are hindered by several factors, including the stigmatization of persons who have alcohol and other drug problems.

This bill would make technical, nonsubstantive changes to that provision.

The people of the State of California do enact as follows:

SECTION 1.

Section 11760.1 of the Health and Safety Code is amended to read:

11760.1.

The Legislature recognizes that any efforts to address the problems related to inappropriate alcohol use and other drug use are greatly hindered by: by all of the following:

(a) The stigmatization of persons who have alcohol and other drug problems.

(b) Denial by the individual and the community, especially among members of the professional community, community who are sometimes referred to as gatekeepers, regarding on the nature and scope of alcohol and other drug problems.

(c) Services that, if uncoordinated, often are that are often conflicting, inappropriate, ineffective, duplicative, and wasteful of limited public and private resources. resources when those services are uncoordinated.

(d) Actions and attitudes that encourage consumption both of the following:

(1) Consumption of alcoholic beverages in California, which consumption leads leads to alcohol problems.

(2) Illicit drug use.
