An act relating to state employment.

Existing law, the State Civil Service Act, regulates employment with the state and vests in the Department of Human Resources all powers, duties, and authority necessary to operate the state civil service system. Existing law requires that appointments to state employment generally be made from lists of eligible candidates established pursuant to competitive examinations. Existing law, the Ralph C. Dills Act, regulates the labor relations of the state.

This bill would state the intent of the Legislature to subsequently amend this measure to include provisions that would require the state to make available to specified exclusive labor representatives information regarding how many people have applied, been interviewed, and have been hired or rejected for any state job.

The people of the State of California do enact as follows:

SECTION 1.

It is the intent of the Legislature to subsequently amend this measure to include provisions that would require the state to make available to the applicable exclusive labor representatives that have memorandums of understanding with the state information regarding how many people have applied, been interviewed, and have been hired or rejected for any state job.
