Relative to the United States Navy Sailor Noah Tobin Memorial Overcrossing.

LEGISLATIVE COUNSEL’S DIGEST
This measure would designate a specified overcrossing on State Route 15 in the County of San Diego as the United States Navy Sailor Noah Tobin Memorial Overcrossing. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
WHEREAS, Noah Tobin was a native of Valley Center, California; and
WHEREAS, Mr. Tobin was one of eight siblings who followed in the footsteps of his grandfathers and joined the United States Navy in 2021; and
WHEREAS, United States Navy Sailor Tobin served as a Special Warfare Boat Operator, Petty Officer Second Class, as part of the elite Special Warfare Combat Crewmen; and
WHEREAS, Special warfare boat operators are highly trained sailors who specialize in small watercraft the United States Navy uses primarily to support Navy SEALs, to include tactics like clandestine maritime insertions and extractions, and weapons support; and
WHEREAS, United States Navy Sailor Noah Tobin reported to his first command, officially listed as an “East Coast-based Naval Special Warfare Unit,” in May 2024; and
WHEREAS, Assigned to Special Boat Team 20, United States Navy Sailor Noah Tobin served as a highly trained Special Warfare Boat Operator responsible for operating and maintaining high-speed vessels that support Navy SEALs and other special operations missions across the globe; and
WHEREAS, United States Navy Sailor Noah Tobin’s role required precision, resilience, and unwavering commitment; and
WHEREAS, On July 2, 2025, United States Navy Sailor Tobin had just returned from deployment when tragedy struck during a parachute training exercise in Porterville, California; and
WHEREAS, United States Navy Sailor Tobin’s family, including his father, John Tobin, and his mother, Cyndie Tobin, said the United States Navy stood by them throughout the difficult time after his passing; and
WHEREAS, On July 7, 2025, a community in Escondido, California came together to honor the life of United States Navy Sailor Tobin; and
WHEREAS, Hundreds lined the streets of multiple cities to escort United States Navy Sailor Tobin to his final resting place in Escondido, California; and
WHEREAS, United States Navy Sailor Tobin was accompanied by military personnel, law enforcement, firefighters, and community members, who transferred him with honor and dignity; and
WHEREAS, Among those paying respects was United States Navy Sailor Tobin’s first-grade teacher, Eileen Bonica; and
WHEREAS, The Mayor of the City of Escondido, Dane White, and Congressman Darrell Issa’s office also presented United States Navy Sailor Tobin’s family with a hero proclamation and a folded flag; and
WHEREAS, United States Navy Sailor Noah Tobin stood among the best, selfless and disciplined, committed to protecting the freedoms we hold dear; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the Deer Springs Road Overcrossing #57-891, at postmile R36.636, on State Route 15 in the County of San Diego as the United States Navy Sailor Noah Tobin Memorial Overcrossing; and be it further
Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
