Relative to the Galt Police Officer Harminder Grewal Memorial Highway.

LEGISLATIVE COUNSEL’S DIGEST

This measure would designate a specified portion of State Highway 99 in the County of San Joaquin as the Galt Police Officer Harminder Grewal Memorial Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs.

WHEREAS, Harminder Grewal was sworn in as a Police Officer with the City of Galt Police Department on February 25, 2019; and

WHEREAS, Officer Grewal had an immediate impact during his short career with the Galt Police Department, where his desire to do the best he could each day resulted in awards in his first full year; and

WHEREAS, Officer Grewal was awarded Officer of the Year, a selection by his peers for his work ethic and integrity, which inspired others to perform at their highest levels; and

WHEREAS, Officer Grewal was awarded the Mothers Against Drunk Driving (MADD) award for 2020 based on the number of DUI arrests he made that year; and

WHEREAS, Officer Grewal served the Galt Police Officers Association as Treasurer, and he was near completion of his bachelor’s degree; and

WHEREAS, On Sunday, August 22, 2021, after two and a half years of exemplary service to the City of Galt, Officer Grewal was traveling northbound on State Highway 99 on his way to assist with the Caldor Fire in El Dorado County; and

WHEREAS, Just north of Dillard Road in Sacramento County, a pickup truck traveling southbound on State Highway 99 hit the center median, broke through a barrier, and entered the northbound lanes, striking the patrol vehicle head-on and causing grievous injuries to Officer Grewal; and

WHEREAS, Officer Grewal ultimately succumbed to those injuries on Thursday, August 26, 2021; and

WHEREAS, Officer Grewal, who is survived by his parents, brother, and countless other family, friends, and loved ones, will be remembered for his hard work and dedication to professionalism in law enforcement and profoundly missed by all; now, therefore, be it

Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the section of State Highway 99 between Collier Road Overcrossing 29-137 (Postmile 036.667) and Begin Bridge No Channel Dry Cr 24-30R (Postmile 038.766) in the County of San Joaquin as the Galt Police Officer Harminder Grewal Memorial Highway; and be it further

Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further

Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
