LEGISLATIVE COUNSEL’S DIGEST

This measure would declare Friday, October 5, 2018, as California Manufacturing Day and would recognize the importance of California’s manufacturing sector. The measure would also commemorate California’s manufacturers as they continue to push the bounds of clean technologies that reduce emissions and increase energy efficiency in products and processes.

WHEREAS, California manufacturing represents 12 percent of the national manufacturing gross domestic product and 10 percent of the national manufacturing job base; and

WHEREAS, California’s manufacturing sector is dynamic and diverse and includes industries such as advanced transportation, aerospace, beverages, cement, communications and information technology, consumer goods, energy and oil production, food processing, glass, medicines and medical devices, mining, plastics, paper and pulp, and steel; and

WHEREAS, California manufacturers continue to push the bounds of clean technologies that reduce emissions and increase energy efficiency in products and processes; and

WHEREAS, California manufacturers employ 1.3 million workers with high-wage, middle-class careers that pay an average salary exceeding $87,000 annually and generate more than $288 billion in annual economic activity that produces tremendous multiplier benefits throughout the economy; and

WHEREAS, Many of the nation’s most innovative, productive, and energy efficient manufacturers have research labs, assembly plants, and administration operations in California; and

WHEREAS, The nonpartisan nonprofit group, Next 10, found in a report titled “2017 California Green Innovation Index” that California’s economy is the second least carbon-intensive economy in the world and the most energy productive economy in the world; and

WHEREAS, The average age of a manufacturing worker is 57 years old signaling an acceleration in retirement and turnover of the California manufacturing workforce; and

WHEREAS, The global marketplace is demanding greater innovation and technological aptitude that will necessitate a reliable pipeline of highly trained individuals for California manufacturing to remain competitive; and

WHEREAS, Many manufacturing companies continue to experience difficulty in finding qualified candidates to fill positions for machinists, electrical and mechanical technicians, maintenance mechanics, automation technicians, welders and other manufacturing jobs, most of which demand a rigorous level of technical training, and

WHEREAS, The first Friday in October is designated as National Manufacturing Day, which was created as an opportunity to recognize and celebrate the contributions of manufacturing in the United States; and

WHEREAS, On October 5, 2018, California will join the nation in honoring the contributions manufacturing has made to our state with more than 150 events that invite the public to come see modern manufacturing facilities to promote interest in the manufacturing sector as a quality career; and

WHEREAS, Many California manufacturing training facilities and community colleges will also host events highlighting their career technical education classrooms, equipment, students, and instructors; and

WHEREAS, Working together with educators and workforce development partners, California manufacturers will continue to address the middle skills job shortage to build the next generation of skilled industrial employees equipped to respond to the demands of a global economy; and

WHEREAS, California’s manufacturing industry continues to be an essential contributor to the overall health and sustainability of the state’s economy and stands ready to help increase opportunities for high-wage employment that will expand access to the middle class for all Californians; now, therefore, be it

Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature declares Friday, October 5, 2018, as California Manufacturing Day; and be it further

Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
