LEGISLATIVE COUNSEL’S DIGEST

This measure adopts the Joint Rules of the Senate and Assembly for the 2025–26 Regular Session, as set forth in Senate Concurrent Resolution No. 1, as the Joint Rules for the 2025–26 First Extraordinary Session, except as specified.

Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Joint Rules of the Senate and Assembly for the 2025–26 Regular Session, as set forth in Senate Concurrent Resolution No. 1, except Joint Rules 51, 54, 55, 61, and the provision of Joint Rule 62(a) requiring that the notice of a hearing of a bill be published in the Daily File, shall govern relations between the Senate and Assembly for the 2025–26 First Extraordinary Session and that the extraordinary session shall be in recess during the same time periods when the 2025–26 Regular Session is in recess, except with respect to the joint recess to reconvene in the second year of the biennium of the regular session.
