Relative to Recovery Month.

WHEREAS, National Recovery Month has been observed each September since 1989 to promote evidence-based treatment and recovery practices, honor the strength of the recovery community, and recognize the dedication of the service providers and communities that make recovery possible; and

WHEREAS, Substance use disorders (SUDs) and mental health conditions affect individuals, families, and communities across every region of California, and recovery is achievable when people have timely access to a full continuum of quality care close to home; and

WHEREAS, California voters approved Proposition 1 at the March 5, 2024, statewide primary election, which included the Behavioral Health Infrastructure Bond Act of 2024, authorizing a general obligation bond of approximately $6.38 billion to expand behavioral health treatment, residential care, and supportive housing across the state; and

WHEREAS, Under Proposition 1, the State Department of Health Care Services administers up to $4.4 billion in competitive grants through the Behavioral Health Continuum Infrastructure Program (BHCIP) to construct, acquire, and rehabilitate facilities that deliver behavioral health and SUD treatment in California communities; and

WHEREAS, The Proposition 1 Bond BHCIP awards have funded 177 projects across 333 behavioral health facilities statewide, generating a combined 6,919 new residential treatment beds and 27,561 new outpatient treatment slots for Californians experiencing mental health and substance use disorders; and

WHEREAS, These investments bring treatment closer to the communities that need it most, reduce reliance on emergency rooms, expand local access to care, and strengthen the community-based behavioral health system that recovery depends upon; and

WHEREAS, The 26th Senate District is home to organizations that were awarded Proposition 1 Bond BHCIP funds and that are expanding behavioral health treatment capacity for the residents of the district and the surrounding region; and

WHEREAS, These organizations, through their service and investment in new and expanded facilities, embody the principles that National Recovery Month is intended to honor, namely that recovery is possible, quality treatment changes and saves lives, and comprehensive community-based care strengthens the health of the entire state; now, therefore, be it

Resolved by the Senate of the State of California, That the Senate proclaims the month of September 2026 as Recovery Month in the State of California, recognizes the value of SUD treatment and recovery, and recognizes the dedication of the providers, families, and communities that make recovery possible; and be it further

Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
