An act to add Section 51532 to the Health and Safety Code, relating to land use.

LEGISLATIVE COUNSEL’S DIGEST

Under existing law, the California Housing Finance Agency (CalHFA) administers the Accessory Dwelling Unit Program, for the purpose of assisting homeowners in qualifying for loans to construct accessory dwelling units and junior accessory dwelling units on the homeowners’ property and increasing access to capital for homeowners interested in building accessory dwelling units. Existing law requires the CalHFA to convene a working group to develop recommendations for the program, as specified.

This bill would require CalHFA to evaluate the program and report CalHFA’s findings to the Legislature by January 1, 2025.

The people of the State of California do enact as follows:

SECTION 1.

Section 51532 is added to the Health and Safety Code, immediately following Section 51531, to read:

51532.

The agency shall conduct an evaluation of the program and shall report the agency’s findings to the Legislature by no later than January 1, 2025. The report shall be submitted in compliance with Section 9795 of the Government Code.
