An act to add Section 9101.1 to the Welfare and Institutions Code, relating to land use.

LEGISLATIVE COUNSEL’S DIGEST

Existing law, Executive Order N-14-19, requires the California Health and Human Services Agency to develop and issue a Master Plan for Aging and to convene a Master Plan for Aging Stakeholder Advisory Committee, as specified. The order requires the committee to report to the Governor on or before March 1, 2020, on topics related to promoting healthy aging and preparing the state to meet the needs of an aging population, including, among others, the growth and sustainability of state long-term care programs and infrastructure.

This bill would require the Secretary of California Health and Human Services, in developing the Master Plan for Aging, to consider applying, on behalf of the State of California, to join the AARP Network of Age-Friendly States and Communities.

The people of the State of California do enact as follows:

SECTION 1.

This act shall be known as the Age-Friendly California Act of 2019.

SEC. 2.

The Legislature finds and declares that the state can enhance its ability to meet the needs of older adults in the community planning process by designating the state a livable state for all ages and abilities and by becoming a member of the national AARP Network of Age-Friendly States and Communities.

SEC. 3.

Section 9101.1 is added to the Welfare and Institutions Code, to read:

9101.1.

In developing the Master Plan for Aging pursuant to Executive Order N-14-19, the Secretary of California Health and Human Services shall consider applying, on behalf of the State of California, to join the AARP Network of Age-Friendly States and Communities.
